Tobacco control policy development in Armenia: lessons learned

Narine K. Movsisyan, MD, MPH, Center for Health Services Research and Development, American University of Armenia, 40 Baghramian Ave., Yerevan, Armenia

Objectives: Identify barriers and reinforcing factors in the process of development of tobacco control policy in Armenia

Methods: A review of the international experience to identify evidence-based policy options was conducted first, followed by stakeholders' analysis in Armenia.

Lessons learned: a) Elected officials and civil servants are unpredictable, both on positions and the timing of discussions; flexibility is critical; b) Having an ally in the policymaking body (“champion”) is an asset; c) Transparency, accountability, and sharing the credit is crucial in coalition building; d) Partnering with the “earned” media is important; e) Policy adopted: what comes next?
