Sustainable Financing Problems of Tobacco Control Programs in Georgia

Objective: Learning of problems of sustainable financing of tobacco control programs in Georgia by earmarking of tobacco taxes

Methods: Study of state programs in this regard, official dates and experience of other countries

Results: From 1997 in Georgia was created the State "Healthy Life Style" program, part of which was activities against tobacco. These programs are financed only by 25-30 % from planned financing. Planned budget was only on the level of USD 35.000 per year.

Tobacco taxation since 2005 on imported cigarettes is a fixed tax at a rate of 90 tetri (app. 0.5 USD) on a pack of cigarettes (increased two times) on local manufacture 70 tetri (app. 0.35 USD), increased 2,8 times local without filter cigarettes it is imposed on 25 tetri (approximately 0.13 USD), increased 2,5 times.

One smoker in Georgia spends per year 320 Lari (approximately 160 USD). All smokers (1.700.000) spends 272 million USD.

Our proposal is earmarking of tobacco taxation on the level of 5% from tobacco taxation (app. 600.000 USD per year).
