Objective: The objective of the study is propose the model to proyect the strategy of prevention and tobacco control, based in two quiestions: 1.Is the tabaquism a health problem? 2.Is society prepared
Methods: Starting with a document and secundary information analysis the two questions can be answered, considering three scenaries: he world, the underdeveloped countries and Cuba.
Results:
Results: The answers allow to propose the strategy to folow in the undedeveloped countries and Cuba, considering that in them tabaquism is a health problem and society is not prepared to face it. The cientific research about prevalence, consumption, morbility and mortality, provides the objective information to identify the magnitude, scope and intensity of the Program for Prevention and Control. At the same time, the knowledge of the rol of the tobacco industry, the economic and legal aspect, the opposing groups, the social acceptance of tabaquism, the available resources, amoung other, gives way to elaborate an adecuate strategy of Social Marketing, with the purpose of fighting such terrible epidemy. Present are pardoxes and controversies associated to the decition “Tobacco or Health” that allow to state that in the last the decition regard that disyuntive is a social one.
